I notice this exact situation happening all the time...

I'll crush players with my 4x50s in the right spot, and for some reason the low number ranked players don't even bleed... after multiple attacks they'll eventually go down; however, the higher number rank players would have popped with only a quarter to half the rounds in them. 

And my la7 and p51d are allways slow as a c47

No rank don't matter, I can easily list 10 of the top tankers in the game, none had a rank below 1,000 that I ever remembered.
Same for fighters and bombers.
Some people specialize in certain areas, some are generally decent in all areas. Some will focus on rank, and some won't.
Depends how you play the game, depends whether rank is important. In general? Nope.
