Warning: Literary pathologist here.

Though it is entirely counter-intuitive on the first read through, I surmise that the OP intended to first state the existing system (higher rank controls CVs) and then provide an example of why it doesn't always work (noobs can mess with unattended CVs).  The actual wish is only for the titles to be added.

However, he does not provide for how titles would be awarded any differently than current numerical ranks, so other than the hilarity of naming yourself Package and waiting to make Major, there's not much point.  Doubly so since we already have achievement stars.

I think the issue is, jerks who pad their scores can control the CV's while others who can't whine about it since they can't take control of the CV.

The end results: Pad your score better then the next guy.
