August side and C-in-C assignments

The job of assigning sides for this FSO was the easiest I've seen.  

The side balance target for this design is 40% RAF to 60% Luftwaffe and your requests were right around 45/55.

So, almost everyone got their request this time, which is rare.  And I very much prefer to give squadrons what they want.
