Small bugs in the new planeset

Ar-234 and Fw190D9 are available (perked) at every allied fields (including CV group).

B-17 is unperked although the popup message states it is.

Taking off from a CV with an Arado should be quite a challenge... there's something to occupy the lowCTnumbersnofightwhiners(Tm)  ;)
