Until the CT has a sufficient player base, the terrians should focus on the scale of battles, not wars.

The axis or allies should be able to reset the other every 3 days or so.  With relativly low numbers, this would mean 4 to 5 bases each with an equal or greater number of strat targets on a 128x128 or smaller map.

Just my thoughts.

BTW, what's with the Fw190a8 having an ENY of 18 and the Fw190f8 having an ENY of 20 when both the F6F and F4U1D have ENY of 25?  Is this a conspiracy?    ;)

Might also consider limiting the number of bases that can get captured, so no one shows up in the middle of the night to win the war by milk running.  Fights might then focus around the contested bases, thereby focusing what probably will end up being a smaller number of players.
