Ah well maybe when they started out. I know when I was taking they had sabot, HEAT, STAFF, and a few others and all the explosive stuff was for light anti armor or anti aircraft applications. Knowing what I know about earlier explosives I would not expect HE to be any more useful honestly, but perhaps I am wrong.

Problem with Aces high is HE rounds only penetrate to kill a tank, if we added something like the KV-2 or SU-152, a HE round can cause serious damage to a tank if hit (blow turret off the ring, etc)

However in Aces high a close hit would not damage a tank, you'd actually have to hit and penetrate it.

Not quite true. You can track tanks. You can kill aircraft by shooting the ground, buildings, trees, and so on. I think the modeling is fairly accurate in some ways, as with respect to the HE/APCT of the M4A3-54 versus the -76.

Modern day HEAT rounds are plenty effective against troops.  I speak as a troop.

HE was designed to work against soft armored targets actually, not troops. Firing a modern day HEAT round at troops in the open does not work that well because it focuses its explosive power in one direction, now beehive is a different matter :)
