Mar, here is a balanced gaming machine:
i5
suitable motherboard
8GB DDR3-1600
GTX770/radeon280x
case, psu, hdd can be used from your previous machine.

This should fit in your budget and will be a strong all around puter for the next couple years.

Power supply:
For a 300W PSU you expect it to have an 80+ Bronze certification, 400-600 you expect Silver, above Gold.
A 650 Watt PSU with just Bronze is based on outdated technology
