Very inexperienced driver. Like others have said he could have backed up a bit where the road was wider and made that U-turn.
I hold a Class A CDL license and have seen some bad drivers. Some very large companies don't pay very well and once a driver gets some experience they are gone to a better carrier. So they keep suckering in these truck driving school graduates and putting them in big rigs. Then the pay scale is so low they have to race around and take chances just to try to make a living.
