I like the small note on ships being sunk by torpedo attack getting double points!  A great idea and incentive to a planner.

Glad to see the fuel burn rate set to 1.0 also.

I like the use of the min's and max's as well.  If Frame 1 is a big win for one side over the other than a quick change to the max on the better AC's can be adjusted to both sides without need of a mathematical exercise and splitting of squads in rides to count AC.

All in all several good changes to the setup format.
