The solar panel isn't that cheap.

Not sure where he got the foam liner.  I've seen the buckets at home depot but not the foam liners.

It's pretty hilarious to see people who describe themselves as 'survivalists' characterize air conditioning as 'important' as someone who can't afford it.

 the cost to freeze the water neuters the whole concept  of it,unles you have a solar powered freezer hidden somewhere.

Maybe if the fridge didn't dump the heat to freeze the water into the same room you're "air conditioning".  It could be good for local temporary relief in an emergency, especially if you freeze at night and use during the daytime heat, but overall this is thermodynamic fail.  Get a $100 window AC unit and only turn it on when you "need" it if you're concerned about the electric costs.

Placing a gallon jug full of frozen water isn't saving money/energy. I suppose it is more of an convenience, but a $100 a/c unit would be much easier.

This is how AC worked back in the 40's. There was even a car AC that you could hang on your door frame. It was a box full of ice and when you drove the car, the funneled wind pushed the cool air from the ice box inside the car :)

You save nothing though as it takes a lot of electricity to freeze a bucket full of ice.

There are FAA approved versions of this for light aircraft, based on traditional ice chests.  Great for aircraft with no AC and an extra seat or excess baggage space.

I believe the car unit was an evaporative cooler, cools by drawing air through wet pads. Doesn't work for crap in humid conditions.
