1411 is the last rank number still. If it were 1000 players tied for last rank, the rank numbers would be

The last place' rank number does really indicate the number of players scoring in that particular category
Actually, the lowest attack rank of last tour was 1731.

...We have non subscribers flying attack?
Not as an absolute number depending on how many are tied for 1411th, but wouldn't something like that indicate there are at least 1411 people subscribed? Always wondered about that.

1) Anyone who plays AH is ranked. To the score system it doesn't matter if you are a subscriber or a two weeker. So in that number there are two weekers included. And AH actually has a lot of them. Probably several hundred per tour.
2) Many players don't play in attack mode at all. Last tour we had more than 2500 players with at least one kill or death in the late war arena. Some - many (?) of them being two weekers. On the other hand, some subscribing players may have taken a break for a month.
That should show that deducing actual subscriber numbers just from that factor alone is a quite defective method. I would not bother with it.
3) The number of "event only players" seem to be very small to me, after analysing populations of one scenario and one FSO session. Very few players didn't play in LW at all, and on average the FSO population turned out to be above average active in LW. I will do another analysis during the next days, if time allows
