I've seen a few maps lately where two countries tend to gang up ok one. Maybe not on purpose, but it happens a lot. Here's my suggestion. When a country owns only, lets say 70% of their own bases, the opposing countries downtime on starts will be dramatically increased. Say 50% longer downtime.
OR
Same circumstances, when a country has only 70% of their bases, the oppositions town slowly begins to degrade. Allowing the country that is being ganged, an opportunity to make a come back.
Thoughts? Suggestions?
