There are only a few certain threads that it is enabled on. I think the help thread has one.

Think it was a server space issue with hosting the files.  It's been disabled for many, many, many years.

Skuzzy turned it back on in a few threads. Used for posting films showing bugs, and posting dxdiag and such.
