For those of us who don't play consistently or have been gone. What's CT and how was it different?
Is it against other players? It sounds like it will take away from the main arenas.
It was meant as an add-on to the main arenas. There was to be missions run from the "server" every couple hours to push toward a common goal. Player could join missions, or fight on the intercept and defense. They were going to add in AI to fill out missions so you could feel like you were in those massive bomber raids of the war. The AI fighters were pretty good. When they first were introduced you couldn't beat them. Luckily they had an adjustablity built in so HTC could dumb them down a bit.

My only experience with CT AI fighters was in the AvA where missions were occasionally tried using the remnants of CT. I found the AI fighters to be impossible to kill (unless they got target fixated) and nearly impossible to escape. Would that be comparable to before being dumbed down or after?
They don't need to be dumbed down... The AI fly sensible in a attempt to get on your 6 and use the plane to it's maximum... They don't do anything fancy or unpredictable... If people want dumbed down easy targets they'll fly in the main arena...
Like i said they are adjustable. It was set up as an arena setting like the ack lethality. So when the guys were running it in the AvA they set it how they liked it. At that time they may have made them a little more toward the "expert" side only to challenge themselves a bit more.
