Even after whistleblower protection laws got passed, the quickest way to get pooped on in both civil and government circles is to rat out your co-worker, boss, or organization. Sexual harassment and assault is one of the biggest current leadership issues in the US military, and you STILL get story after story of harassment and career ending retribution after allegations of rape or sexual assault are brought up. It isn't right, but its still out there as a huge threat to anyone who tries to do the right thing or who's been assaulted by someone with more power.
