Patch 69, Building Bottoms

Mode 1024, default settings in graphics.

The stutter with clutter is now gone driving vehicles. But an old feature has returned. From 2k-1k the clutter line at the bottom of buildings allows you to see through the bottom of buildings.

<.Psave filename> did not save a txt file in the settings folder. I got a server message that the file was created.
