The moon does have a unique source of energy, though in very low densities: Helium 3.  That would be the only economic reason to go back. 

The U.S. public had grown tired of the Moon missions.  People weren't even turning on their TVs to watch.  Plus the Vietnam War was causing a tremendous amount of debt.  Loss of public interest and budget cuts were the death blow to Apollo.
