Realistically that's not very much for the amount of time you've been playing. (No offense).

I have 7K already after restarting the game in 2013, I've used quite a bit of perks lawn darting my 262 and crashing into the CV with my Chog on take off.

On a typical night, if I fly the P51B, or the 109G14, I can prolly get close to 60 perks give or take.

I've got it!!!!

Allow players to spend perks on resupplying the base!

Each objective is coaded with a perk price. Players then have to spend perks in order to resupply it. Some objects  could cost a lot to rebuild, but you could create a pool for players to donate inorder to gain enough perks to rebuild it.

You could add rules like, only people in the tower at that base can be apart of the pool. 

This way you can spend your perkies and also help to rebuild bases more quickly.

i get about 10 a night.  but that's not the point.

5 ENY planes are not supposed to earn you perks. This is why they are 5 ENY to begin with. 10 perks a night is nothing. I fly the mossie VI and get 10 perks in a decent sortie. 20+ perks sorties are not uncommon, and if the perk multiplier is in my favor I can break 40 perks in a single sortie - if they keep throwing those 5 ENY plane at me as targets.

maybe 10 perks a night for you is not a lot.  but for me is enough.  I dont use perks anyway.  so I fly whichever plane makes me happy.  if i was to do it for perks it would be a chore.

Bout the only thing I'd want out of them, additionally, would be minor repairs on the re-arm pad (replace the lost control surface, plug/patch holes, maybe a pilot wound*). If damage is more extreme than that, say a wingtip or an oiled engine, it's a whole new kite for ya.

Bearing in mind, this is code time that could better be spent on a Spanish Civil War plane/vehicle set. ;)

Spending perks on repairing the plane on the rearm pad isn't a bad idea, it can be useful for people that want's to gain multiple kills in a sortie or are flying a plane no longer permitted by ENY. It does not affect gameplay in any significant way but it can be beneficial for individual players.

Instead of ENY locked, low ENY planes should become perked. perked planes should get even perkier. I will pay 1000 perks to fly that 262 jet hunter when enemy jets are around.

Instead of killing the shooter, the victim sustains the damage or is killed.
Fine the shooter perks for damaging/killing a friendly. 
Plus in non-shooting, but bomb/rocket incidents;
If you are parked in town or close to an enemy and a friendly bombs/rockets buildings/area around you then you should
sustain realistic damage whether killed, turreted, track damage, engine killed.  There should not be any perk fine for that damage
as a flight of 25k b17's is not going to know if a friendly gv is in town unless like in real combat situations players actually
communicate with the bombers/gv's or pop smoke to indicate friendly positions.

Having been on the receiiving end of FF, it is a real event with real effects and would lend to the systems realism.

Absolutely not, no way, uh uh, no, nein, heck no.  Maybe you and I play a different game but let me give you an example.  I shot a guy down once who was so mad he switched sides and shadowed me around FOR 3 DAYS, trying desperately to jump in front of my guns so I would kill myself on friendly fire.  Imagine for just a moment had he been able to just up and shoot me down until he ran out of perkies.  Once would have been too many times.

Well with that condition maybe not for shooters then.

But maybe some common sense fixes ...

It is unrealistic to be protecting the maproom square in a gv or a bailed pilot, and have enemy m3's around the maproom area as their buffs carpet bomb the town center killing my gv or pilot, white flagging town and the enemy m3's able to release troops a few seconds run to the maproom for the take just seconds after 10 500lb bombs impacted around them.
