The landing bonus encourages running instead of fighting. 

How about encouraging more aggressive flying by adding a perk multiplier that kicks in if you exceed 5 kills/hour during a sortie?

You don't get kills by running.  The desire to win at all costs, regardless of the rules, encourages picking.

Perhaps more BNZ but if they stayed timid, they wouldn't get kills fast enough.  It's not about the number of kills, it's how fast you can get them. 

You could up into a furball and get 1 kill in under 12 minutes (5+ kills/hour) and that would get you a perk bonus.

You could also up a P-51, climb to 25k and BNZ timidly to avoid any chance of danger and end up with 2 kills in a 30 minute sortie, netting you no perk bonus.

It will also take like 15min to climb to 20k in an IL-16  :D
My ammo last for 6 Lancasters, or one Yak3.

kill / hour already exists as a stat and it is skewed in favour of prime time players.

In the off hours you might see just 5 planes every hour let alone get the chance to kill them.

I like this idea.. you dont get high kills per time stat by climbing to 20k to make a pass and run.

I think you are off base on your reasoning about the landing bonus. Take me for instance-I do not care about perks or name in lights.  I land for one reason only, it has become a habit.  In almost all special events a safe landing means the difference between points for your team or for the other team.  So I land every time I can in the MA to keep this good habit reinforced.  Also try to rearm undamaged airplanes, but not for score reasons.  Some events give you one or limited amounts of planes so every one you can get back up in the air helps your team.

Seems to me it will encourage cannon ho tactics and not what you are hoping for. I think killing scores is a start to encourage fighting. But man, i fly and when it's time to go I go. I see no sense in sitting there waiting to die when I am at a disadvantage.
