If there is a weekend or national holiday the tour may not be updated on day 29/30/31. I think that is why it is worded that way.

Exactly. Or "Days 29-31"

When the Tour is not reset on the 1st of the month, any kills scored in the new month get added to the "days 1-7" column of the old Tour.
