That is just the patch 5 to patch 6 update we released.

If I rename settings and delete filter.cfg would this be a safe course to take?
This is a fresh re install working fine until last patch

You do not need to rename "settings" and delete "filter.cfg". One or the other should fix things, after patch 6 is installed.
