it does the same thing gives message You are attempting to open a file of type 'System file' (dll) these files are used by the operating system and by various programs. Editing or modifying them could damage your system.
It might just be that some program has messed up the Ctrl button, or actually your keyboard. Skype and Java were mentioned in one thread, but I don't believe that's the whole truth.
Anyhow, there's a few things you can try.
My first trick would be to go into Device Manager, Keyboards: Simply remove the keyboard (NOT the drivers!) and reboot your system. Windows should find it as a new device and remap all functions to default.
You can also try to change your keyboard layout first to another, delete the original, then put the correct one back and delete the temporary one by the instructions here:
