Default Skins only in hangar preview

Skins are not visible until you launch. Default skins only are displayed until launch.

Also, since last patch I have been unable to view or set any of the available skins.  I can only use the skin that is on the plane now.  Doesn't matter what version of DX or what plane (on-line or off) this function no longer works.
