im freezing

about a week ago I began having an issue when I get close to a enemy plane, like around 400ish,my plane "freezes" for seconds.  seems to only be enemy planes because I have flown in close to friendly planes and it does not freeze.  other wize my frame rates stay 59-60 fps. 
I have adjusted my settings, changed from dx9 to dx11, changed my maximum texture, lower my settings, restarted the game, and gone to sitting in field guns.  I did change my fov to 100 a little over a week ago but changed back to 90 after having this issue. 
I read the above post about the stutters and freezes and not sure if this applies but again it only happens on enemy airplanes, fighters or bombers so much so that people are getting mad because they think I am ramming them.

Let's start with a DXDIAG output.  Preferably after a fresh reboot of the computer.

What type of Internet connection do you have (wireless, cable, fiber....)?
A Ping Plotter (www.pingplotter.com) output might be helpful as well.

I figured it out.  I enabled skin download, after disabling the skins download it quit. What was weird was it had been on for a while.  so I just never thought that to be it but it is fixed.  Thanks

There is an installer for all the skins on the skins download page.

theres a whole package installer ta boot, gets you all available skins at once. beats the 1 at a time approach.
