If you go into "Key Mapping" and press the suspect keys, do they light up on the virtual keyboard? If not, then they are either being intercepted by some other software, or they are not using standard PC scan codes (not uncommon these days).
For the latter, you use the "Fix Key" button to fix the suspect key. For the former, you just need to find the software capturing the keys and disabling it.
If neither of the above is true, does the computer only have a mouse for input and no stick? That can cause the game to go into mouse-only mode and a number of things will default to the mouse.
