Im not sure if its me or a bug.
But sometimes im using my mouse to see (shift H ctrl H whatever) or even using the mouse in an AA gun or a GV to move my head around. At first when coming into the room everything works fine (the head moves rapidly and correctly) then for reasons unknown to me sometime into my day, the head movement via mouse is 1000 times slower.

To try to explain when working properly sliding my mouse from one side of the mouse pad to the other my head moves 180 degrees.
Then (for reasons unknown to me) the same movement will make my head move about 6 pixels slowly.
login off completely resets it...

Am i hitting a command i don't know of?

Does your mouse feature speed/resolution control? My (t)rusty old MX518 has the + and - buttons at both ends of the wheel slot. Also check for Windows keyboard shortcuts, there's a ton of new ones since Win8.
[edit] there apparently is no Windows keyboard shortcut, but if you have installed any software for your mouse that might include such. [/edit]

I looked to see if it was any of the mouse buttons (wasn't) the problem is, i cant for the life of me find out what im doing that MAKES it happen.... one moment its working properly, then i go do stuff (dogfight what have you) and the next time i use it its messed up, randomly.

I moved this to Technical Support until more information could give a clue to what is happening.

1)  Does it happen every single time you make these movements?  If not, then we are looking at something else.
2)  A DXDIAG output might be helpful.
3)  Are you running the game with default settings?  If not, please try the default settings.  It gives us a common ground to work from.

Sorry for the late reply, settings are default, i had it happen to a squaddie last night too..

I attached my dxdiag, all i can say for sure is that by exiting out of the game and coming back in, it fixes it for a time.

Also I don't think we are making errant key commands to force it to happen.

But still have no clue as to why it happens.
