Why is the P-38G not part of the Allied plane set for Target Rabaul?  P-38 squadrons played a large role in the Rabual raids, especially during Operation Cartwheel.

They did indeed, and Bong and McGuire were there.  There were also TBM's, SBD's, and P-47's.  The problem we have is that we are planning on 35-40 people per side, so we have to focus on particular parts of the battle, as we don't have enough players to cover everything.  The time period right before the one we would pick was mostly P-38's and B-25's.

I can leave it open in the design process on if we have some P-38's in there -- I'll amend description to put that in.

I would say it's probably wise to not water it down too much. Especially when allies have plenty of planes but axis are somewhat lacking. Wait and see how many sign up.
