I'm in the oculus rift group on facebook and although i haven't had any issues with stuttering and this isn't just a VR problem, i saw a solution which appears very likely and might help anyone who does suffer from their video stuttering:

But any GPU monitoring on any type board could cause it. Something to look at and test if you do get stuttering.
