Skin  number 13 190d downloads but doesn't appear in folder .
Guess what my favorite skin 1s
I have turned skin downloads off and even tried leaving them on with no positive  affect

You have two choices.

1)  Enable the skin download in the hangar and wait.  Could be a while, as skins are getting updated quite often these days.

2)  Go to http://bbs.hitechcreations.com/skins/index.php?skobj=190d9 and grab the skin you want and install it in the "skins" folder where the game is installed on your computer.

With auto-download enabled I get the message that 190D_13 has been downloaded every time I log in, then it resumes downloading whichever other skins have been updated.

Update: after downloading 190D9_13 from the skin site and putting it in skins folder it still downloads 190D9_13 in game after I log on.

I have had similar experiences.  I may have corrupted my skins folder (can't remember if I tried to brings some over from an older install?) but I can't tell since the skins res files are numbered and takes some  figuring to find which is which. 

The other thing that I have run into from manual download of files, is they are automatically blocked by my software, and I have to manually allow them to be "read" file by file.
