You should do fine. I was going to suspect the Celeron for a potential bottleneck but it seems to outperform my E8500 which works just fine, so...

Looks like a nice balanced budget gamer with the oomph in the right place.

Should be fine.  The only thing that might trip you up would be if you had a lot of bloatware installed.  Raw performance of the hardware should not be an issue.

Easiest way to find out is download the game and try! The download is free as well as a number of arenas on line being free. All it takes is some time to download and install and test away!

I get up to 200fps with vsync disabled but 24fps locked with it enabled.  Is it because of the tv I'm using?

Edit....   never mind, I changed HDMI ports and now it's locked at 60fps 👍

It might well be, depending on the display port you're using for your PC and the settings of the TV:

1080 / 30p (HDMI™ only) - If you use this for your PC, you've found the culprit
1080 / 60p (HDMI™ /Component) - This is what you should use for 60 FPS.
1080 / 50p (HDMI™ /Component) - And there's this one, too.

Also:
1920 x 1080, 67.5 kHz/60 Hz (Full HD model only)*

* The 1080p timing, when applied to the HDMI input, will be treated as a video timing and not a PC timing. This will affect the [System Settings] and [Display] settings. To view PC content, set [Scene Select] to [Graphics], [Screen Format]/[Wide Mode] to [Full], and [Display Area] to [Full Pixel]. ([Display Area] is configurable only when [Auto Display Area] is set to [Off].)

Not to mention that you should set the video settings of your PC to use a 60Hz refresh rate.
