I think Mehedi Hassan actually wrote the piece about the new Insider Build, but it's posted on Thurrott. So broadcasting/recording functionality will be built in, whether good or bad.

As far as broadcasting\screen recording goes it is already embedded into Win 10 (I currently am using the recording capabilities) and does work, but to access it from within a running game or app for setup\operational purposes can be improved upon. Currently it can be accessed at the initial startup of a game (I'm using AHIII) thru the Game Bar (this was the improvement from the Fall Creators Upgrade rollout as prior this was setup in Windows Settings then turned on or off thru Game Bar).
Currently this is the Xbox controls embedded within Win 10......... I read the article (didn't go into the full blog yet) and came away w\ the impression that the intention is to make this easier to access\operate within Win 10 w\ running games\apps than it already is currently....especially the broadcasting (streaming) capability as compared to other softwares this part is very lacking, the screen recording as well but this part actually works pretty good but you don't have many features\choices to choose from as w\ other softwares.
This is my take on it from a user position.
Will be interesting as to the outcome when it is released..........
