The drones are flying at the speeds for a 65mph gunsight ring or 70Mil to learn the 100mph principle. Hitech must have read the AAF fixed gunnery school training manual when he setup the offline drones 20 years ago. At the AAF training feilds they trained against trainers traveling at 200-250ias with 70Mil ring reticles which all the manuals from the war reference.

I was trying to get it turned on in the training arena but it will not work I gave up on it and moved on

wait so after I turn it on I have to hit ctrl tab and then select an aircraft? what doe it look like when it comes on? 
I tried to get it on for about 30 min yesterday in the training arena but never could.

OK, here how you do it.

Start the game off line. When in the tower bring up the clipboard.

Click on "options", "arena setup", "environment", "arena settings".

With that page open be sure you are on the "General" tab at the top, then double click "FlightModeFlags"

On the swing out page check the box "Lead Computer Site", click OK

Launch a plane, hit "Cntrl" and "Tab" at the same time to turn on "friendly padlock" (it will display that it is on in orange text).

When a plane is in view, hit "tab" high light it (hitting it over and over will cycle through all planes in view), and if you did it right you will see 2 green cross hairs (one for the primary gun and the second for the secondary guns), unless you only have a primary gun like from a gunners position.

It's always on in the training  arena. When you ctrl-tab you get a text message " friendly lock enabled", then look at the target aircraft and press tab, you'll see a box around the icon of the target aircraft and the green crosses from the gun sight training aid.
