I have posted elsewhere on this topic, but it bears repeating.
As one of the frame CO's (Hening) team (416 RCAF) we were tasked with what I thought would be a frame design. I was surprised to find that it was already designed for us, and all we had to do was draw a map and assign squads.
For future ToDs, I would much rather have a list of targets that need to be hit and be left to come up with a design for the frame. It is much more interesting that way for the designer and I think for the teams. You get more variability in frame design because everyone has their own way of doing things, and it takes a load of work off of the ToD CMs.
