Weird mbps limit on computer

My son and I were playing online yesterday and he noticed that he was lagging quite a bit. When I ran some speed tests, my computer is at 37.5MBps and 2.5MBps up, and his is pegged at 2.5MBps up and down. W.T.H. (and that's bytes not bits). 

I've gone through his nic settings, even updated and repaired the driver, but something is limiting his computer speed. Anyone know why this is? Any tool out there that can fix this?

Is his NIC set to 100 mbs full duplex under device settings?

Hardwired or Wireless ?   How are both connecting to the router?

Also,  check out  www.testmy.net to run speed checking for DL/UL speeds....

Might consider joining the testmy.net forums also

Edit: might not be problem with his computer, could be with the router, or if someone else possibly streaming Netflix/Hulu/AmazonPrime/etc..... causing throttling possibly....

Just some ideas why 1 PC is doing fine while another PC on same network is locked on both DL/UL speeds

Thanks guys for responding. Checked his nic, full duplex 1.0Gbps. Wired. Ran those speed tests and still at 20mbps. Changed his plug from the switch direct to router. Used netsh to reset the other config settings.

Did you check the power settings in Windows power options, and make sure it's set to high performance? I had very similar problems to what you're describing once and that was the setting which was the cause - probably not the source of your issue, but check that anyway to be sure IMO.

Here are a few basic things to check as well:

If he is running windows 10, double check that he has not been metered through the OS.

Check that your LAN cable is Cat5E or Better

That your router has the latest firmware installed, properly vented for cooling, and Quality of Service(QoS) is disabled.

Bypass your router and plug directly in to your modem and run a speed test.

Monitor what machines are using your bandwidth and how much each machine is using.

Well, I uninstalled all the network and Bluetooth drivers. After doing I reinstalled everything and that it seemed to fix the issue. Weird. So weird. Anyways thanks guys for your tips. It was all good stuff to check. Appreciated the help.
