Could always try a test. See what happens if 10 guys bail over a town then run around through the streets heading to the flag pole. You would need a furball going on over the town to see what happens to FPS for everyone when all 10 players crowd the door of the map room. If FPS is not an issue, then the next test would be 5 guys from each country bail and hunt each other with their pistols. And you need a furball going on. No FPS issues, at least you know 10 players can operate as troops inside of a 1x1mile area and not kill FPS.
This being AH and not a WW2 simulation, troops would be acting as solo griefers with guns. A quick way to introduce troops has always been players can be one of the ten troopers needed to capture a map room. Then 10 troopers from the local field or from a spawned in M3 could be deployed to capture or fight the 10 troopers capturing the map room. But, do you really want players now avoiding combat all night by greifing feilds reducing the numbers of planes and tanks available for combat? With today's numbers, 10 players as troops out of the air for both sides at a town is kissing this air combat simulator good bye.
Still, Hitech could put in a 5x5mile freebee arena with two\three sides, a village, and you capture the flag by running around using WW2 ground troop weapons killing each other while trying to capture a command post to win the map. And in the AH tradition, you pick your avatar, US ARMY or Marine, German ARMY or Paratrooper, Japanese ARMY, Russian, British and so forth stuck with the troop weapons they used. So red guys are bad guys and green are your guys no matter the uniform. Then it's just the AH ground combat simulator with WW2 troop combat weapons and uniforms. Very egalitarian and in your face while probably attracting kids and young adults to pass some time in that arena sneaking around shooting each other in the back.
