Always good to get your input.I did a bit searching, and it turns out the aircraft performing the photography was a Russian transport with VIPs onboard. Like you said, the Su-27 wanted the F-15 to maintain some separation to prevent any chance of a mid-air.
In the video, the F-15 was flying a stable formation position with safe separation. When the SU-27 entered the view and maneuvered toward the F-15 there was potential for a mid air.
The U.S. does not allow any foreign aircraft to escort AF1 because of a risk of mid-air. I'm not sure what VIPs were on this plane, but a mile separation would have been better.
They’re flying without a transponder in our airspace. You’re not going to ID from a mile away. The F-15 did what he was supposed to do. The Russian did not (per par).
