Not to get political but I think you are confusing socialism and communism.In my version of socialism everyone pays a little so no one pays a lot.
Socialism is the government owning all means of production. Roughly speaking, that is no private companies, and everything provided by government agencies.
Communism is socialism plus the government decides who gets what. One example is the Marxist "from each according to his ability, to each according to his need."
Fascism is an offshoot of socialism -- but instead of government owning all means of production, there are companies that are effectively part of the government. There seems to be a modern campaign to redefine the word "fascism," to distance it from socialism for purposes of political Newspeak. But the NAZI's (National Socialists) were fascists. And Mussolini was a socialist intellectual and influential member of the Italian Socialist Party until he had a falling out over Italy's participation in WWI, after which he and Dino Grandi formed the competing National Fascist Party.
Historically, those systems have been entirely ruinous to nations that adopted them. All experiments with them have resulted in economic and societal problems followed by changing course to introduce free markets and private ownership.
Note that welfare programs are not socialism. Nordic countries are not socialist. They are capitalist with welfare programs. Note that China is not all that communist or socialist anymore since they instituted major market reforms (which include private ownership and freeing up markets) in order to get out of poverty, unrest, and third-world status.
