downloaded steam, tried creating an account but cannot get past the gotcha screen.

my question is, is win 10 required for steam for new accounts?

I did some searching and as far as I can tell, Windows 7 should still be supported by Steam.

Win 7 is still supported. They even supported XP for like 5 years after Microsoft removed their support.
