Seems like the pilot knew there were problems prior to knowing he’d have to ditch. With that in mind I’m wondering why he didn’t fly further away from people in the water and at the beach...

I'm guessing he wanted to get as close to the beach as possible so that he had better odds of getting there instead of having to swim for it, and to facilitate retrieval of the plane.
