No dar vs. Cons in Sector at Altitude

Hello,

A few times today, and in the past, I arrived at a base with no dar bar.  Then once I dropped altitude to deACK a town multiple cons (3-6) at 5-15k "appeared" from nowhere in my sector and jumped me.

How do they do that?

I was thinking strats or something is down and it might disable this - I don't know.

EDIT: The map today was mountainous and one player suggested they were hugging the mountains to do this etc.

They had to be NOE for the dar bar not to register them
