Not sure about Il2, but DCS is based out of Switzerland, and has programmers/teams in countries all over the world, including Russia.  ED/DCS also came out with a reasonable statement a few days after the invasion began -

1 missile shot from oregon to shoot down airforce 1 when airforce 1 was flew from canada to the east refueled in Greece, and flew on to his destination. only missile that could have that range would be a an icbm, hard to bring one into the usa and not be detected as it flew over several nations.

2 pictures you posted of q as being on airforce 1 that clearly indicates it was during daylight hours when airforce one landed 1 hour after sunset. hard to believe airforce 1 was made to circle for over 2 hours.
