It's because the 9T (the variant with the 37mm cannon) was not introduced until the summer of 1943. Standard Yak-9's with the 20mm cannon were introduced in the fall of 1942. Between these Yak-9's and the similar Yak-1B's, these were the most common Soviet fighters at Stalingrad.
