Nope. It's complicated, but their control over the conferences is limited. I doubt they could force an independent to join a conference.

Guess they don't need to force them, but.. it would probably help if they voluntarily did it for their own good.

I agree. Notre Dame is able to make it work, though, due to their longstanding relationship with NBC.
