As a (single account) subscriber who joined the ranks in 2001, shortly before EA pulled the plug on AW3, I can contribute the following worthless information...
1. The ENY "tower sitter" issue has been a bone of contention forever...my best guess is it made the Wishlist prior to 2010, and then numerous times thereafter.
 
2. While a ENY update with respect to individual aircraft (+GV's) is warranted, and long overdue, consider also that for quite some time (beginning with the subscriber attrition dating back to the advent of AH3)...there now exists a core group of long time subscribers, who have every iota & intrinsic value of their preferred rides ingrained into their every fiber of being. I'm speaking of the folks who've been here 20+ years and sit at their "battle stations" day in; day out...6, 8, 10, 12 + hrs @ day.
How do you factor that into the equation, vs the new player?

3. The one & only person capable of updating the revisions is retired.

The region based ENY I suggested would be a fix to a team getting double teamed and still being hurt with ENY.  Unless the two fronts were very close to each other.
If you have 40 players fighting 25 and 25 and you split up 20 and 20 to fight those, your flank should have no ENY hit.  If you decide to use all 40 against a 25, then that side should be hit with ENY.

lol, you got some major issues

I agree that your suggestion would most likely work better, but due to the moving fronts the coading work would be a nightmare.
