Here are some pics I modified from Big Week shots as an example. Show us your stuff here. We might use some of your pics at the events site  ;) .

Sundog,what filter is that 1st style?

I'd like to use it for some other ideas

Moose,
Our Squadron moved our website to a new server, so the pics aren't showing up. I think the first one was the one that looked like line art, correct? If so, I use Adobe Photoshop and convert the picture to a grayscale image. Then I convert it to an RGB image and adjust the colors to sort of sepia tone it.

After that I use a filter, I think it is grain, then I use the the Speckle type. I adjust the intensity and contrast down ( I am at work, so I don't have the values handy, but I think place intensity around 4 and contrast around 25 or 30, but you can play with the numbers and preview the effect to get what you want).

That's all there is to it.

Adobe Photoshop. However, I am willing to bet Sancho knows of some plug-ins for GIMP that would accomplish the same effect for free  ;)
