I use xnview for resizing Aces High screens.  Or Photoshop with a copy/paste.

just to clarify, if you are going to try gimp, get Gimp for Windows.  If you just go to the download page on gimp.org, you'll be grabbing the unix source code, which is kinda useless to have on a windows pc.  ;)

I have actually liked using PolyViewand I try converting them to .gifs, for the most part.  If you are resizing them, that can also blur the pic. You can Download PolyView for Free @ PolyBytes.Com All ya do is Click on FIle....Format Conversion....find the file click on add.......or do many at once using Ctrl while selecting them, then Continue.  Select the Format......... .gif, jpeg etc, and the destination.......then Start. Resizing can be cool, but I tend to keep them at the resolution I made the SS or film.........1024 x 768.  Hope that helps too.
