For organizational and admin purposes TOD (Tour of Duties) are squad based. This is so that the C.O. of the squad can handel turning out his troops, disemnating information and orders, and other admin duties so that it does not fall on the CM or on just the CiC and a few others.
However, squad base does not mean that you have to had a corresponding squad in the MA (main arena) or that the people flying in your TOD squad have to be part of your squad in the MA. Your TOD squad can be made up of anyone and doesn't even have to be a squad in the MA.
But all TOD squads have to give a committment level to the CMs before an event starts (basically tell us how many pilots they think they can field consistently). And this where the problem of last minute walkons comes into play.
Right now TOD's are setup to run faster and leaner than full blown scenarios (which do have walkons). Plus, since squad sizes can run into the high 20s or more its hard for a CM to know if a squad is over or under its committment for a frame. Which is unlike a scenario where usually have a squad that is only allowed to field a set number no matter what. Couple this with the decentralized admin structure of the TOD and well you can see that last minute walkons can be a real pain for a single CM and could throw things out of whack in a balancing way.
Yes, I know I was in AW scenarios and they handled but the point is this is not a scenario but more of a scenario light or themed event. TODs don't have to be as historically accurate, and several other things that scenarios are. They also only have 1 setup CM and 1 admin CM unlike the large team that scenarios have.
All of this is why last minute walkons are not allowed.

Now as for a last minute walkon is. A last minute walkon is a player who comes into the special events arena and asks if any squad needs a pilot. Basically just shows up and looks for a slot. This is not allowed under the current TOD rules.
However, if that person has sent e-mail to a squad about flying with them in the event and gotten a confirmation that they had a slot for him or her before the actual event is held (entering in the SEA arena when the CM is present) that person can fly.
My squad the Nightmares VMF-101 is made up primarily of the Nightmares VMF-101 in the MA but I also have people from the following squads who have contacted me about flying with us on friday .. AirMAgeddon, Horse Soldiers, Flying Tigers 130th, WildCards, NightHawks VA-85, Cactus Air Force, and a few independents.
Right now is the time to get in touch with the Friday night squads since we are between TODs and are revising our committment levels for the next friday night TODs (personally I have to up my committment level from 16-20 pilots per frame to 21-25 pilots).
