Iraq have said no to 'unconditional' return of U.N waepons insectors. Florida Police have arrested 3 suspected terorists after stoping a car thta burst though a toll booth, when stoped they was boasting about an attack!

US does not guarantee that it will not invade if inspectors are admitted.

 From any country's point of view, allowing enemy's military observers to inspect and observe your dispositions just before imminent invasion is unacceptable.
 On the other hand, we do not know that he will abide by his promises if we plege not to attack.

 I guess it wouldn't be the first time when mutual mistrust led to confrontation.
