Turn 25 years old, marry, have a kid and move to a suburb. Or, yea - have your driver license for more than 3 years. That will cut your insurance a lot.

Of course as an american you can enjoy all those things that make our insurance rates so high - drive recklessly and engage in insurance fraud without fear of prosecution because police is too busy to enforce existing laws. That's what affecting liability.
As a balance for high comprehencive/theft/uninsured motorist insurance, you can participate in car theft risking only a slap from the law (if anyone bothers to stop you). Alternatively if you do not care to steal cars, you can still feel happy because your taxes subcidise breeding of "divercity" underclass that will do it for you. Police will not even touch those because it will be racial profiling. For every "divercity" car thief they catch, they have to come up with seven non-"divercity" car thieves to keep the balance and not be accused of profiling and they have trouble doing that. Police is prevented from chasing car thiefs anyway.
Also, all the illegal immigrants in this country need to drive to work, but, being illegal, cannot have a license or insurance, so you are kindly paying for them.
Most likely an insurance company you use is legally prevented from refusing service or raising rates for bad drivers so that it could keep rates low for good drivers. It should make you feel better that a guy with 67 violations can still have insurance and drive paying only a bit more than you do. You subcidy helps that guy.
