Does Israel have any rights to the water when the source is in Lebanon and they have no formal agreements in place?

i thought israel got it's h2o mostly from the sea of galilee and the jordan 'river' - both in israeli held territory since yom kippor war... those water games are constantly played in the mideast (and in SW USA) right after the gulf war, turkey announced they were damming up the tigris & euphrates near the iraqi border

I don't see the problem after all San Diego has no right to the colorado river water they are taking.
